In
order to strengthen and standardize the management aspects of using
special equipment, special equipment to prevent and reduce accidents,
according to the "Special Equipment Safety Supervision Administration of
Quality Supervision and regulations" (State Quality and Technical
Supervision Order No. 13, hereinafter referred to as 13 orders) the
enactment of this rule.
Article
2 This rule applies to elevators, lifting machinery, factory motor
vehicle, passenger ropeway, amusement and recreational facilities and
other special equipment (see Appendix 1) the registration and use of
management. Special equipment installation, use, maintenance, alteration and inspection units must implement the rules.
Article
levels of quality and technology supervision administration of special
equipment safety supervision department is responsible for the
organization (hereinafter referred to as special equipment safety
supervision agencies), in accordance with 13 orders and the provisions
of this rule, responsible for the area of special equipment,
registration and use of managed security monitored.
Article
4 Any special equipment type test, acceptance testing and periodic
inspection supervision and inspection work of the technical bodies
(hereinafter referred to as supervision and inspection agencies) must be
approved by the provincial (including provincial, the same below) the
quality and technology supervision department accreditation and
authorization. Passenger
ropeway, amusement rides and supervision and inspection agencies, must
be approved by the State Quality and Technical Supervision of
accreditation and authorization.
Article V of the Rules section definitions of terms:
1. "Use unit" means a device management in the use of special rights and obligations of management units or individuals. Special
equipment which can be both property owners can also be commissioned by
the property owners of special equipment, with more than a year in the
use of special equipment for the rights and obligations of those who
manage.
2.
"Overhaul" refers to the need by removing or updating the main
structural components of the force required to complete the repair
business, also includes the organization (transmission) or the control
system as a whole repair business, but after the overhaul of special
equipment performance parameters and technical measures should not be
changed.
Three.
"Transformation" refers to the force of special equipment to change the
original structure, institutions (transmission) or control system,
resulting in special equipment performance parameters and technical
indicators changed business.
Article
added using the unit and put into use special equipment, must comply
with the relevant regulations and mandatory standards.
Article
installation, repair, alteration special equipment before using the
unit must hold the relevant information to the area, the city-level
(including geothermal, municipal, similarly hereinafter) special
equipment safety supervision mechanism for the record. For the record, the use of units need to hold the following information:
First, the Chinese manual, product certification and type test report (if necessary);
Second, installation, repair, alteration special equipment construction project contract;
Third,
the project construction unit of the "transformation of special
equipment installation maintenance qualification certificate";
Fourth, the project construction program and its security measures;
Fifth,
supporting civil foundation of technical drawings and other information
(only passenger ropeway and the existence of supporting civil
foundation amusement and recreational facilities must be provided);
Six,
renovation project or installing passenger ropeways and amusement
listed in Appendix 2 and rides projects under supervision must be
provided by the inspection agency issued the design examination reports;
Seven,
passenger ropeway, amusement rides and installation projects,
construction projects must have the approval of the competent department
reports;
Eight,
the use of units and installation, repair, renovation projects bear the
name, address, zip code, legal representative and the person in charge
Telephone and other communications data.
Article
VIII of Special Equipment Safety Supervision Organization received
record data, shall be strictly in accordance with relevant regulations
and standards be reviewed and completed in 10 working days.
Complete
information and to meet the requirements, the use of units issued
"special equipment registration form" (2 copies of each format see
Appendix 3). Does
not comply with the relevant national regulations or requirements of
the standard, special equipment safety supervision agencies shall
propose corrective advice, corrective work completed before the
construction permit. 10 working days did not propose corrective comments, be taken to permit construction.
Article
IX of special equipment installation, repair, alteration, the
construction unit must be in accordance with relevant regulations and
standards, quality and safety of the equipment and technical performance
of self-qualified and issue a self-test report, order delivery units. The use of units required by the supervision and inspection agencies to apply for acceptance testing.
New
without on-site installation of special equipment, for the record, you
can use the unit under supervision and inspection agencies to apply for
acceptance testing.
Passenger
ropeway acceptance testing before using the unit should seat of the
provincial special equipment safety supervision agencies operating
application report, by the agency for the use of units of passenger
ropeway safety management review and approval, and fill out the
"passenger ropeway Safety Management Review Form" (see Appendix format
4), can the passenger ropeway to the state supervision and inspection
agency for acceptance testing.
Article
supervision and inspection bodies using the unit to apply for
acceptance testing shall provide the following information:
First, the "Special Equipment Registration Form" (2 copies each);
Second, change the original construction plan for construction works and related case records concealed;
Third, the trial run record;
Fourth, the construction unit self-test report (except for adding no on-site installation);
Five,
supporting civil works acceptance certificates (only passenger ropeway
and the existence of supporting civil foundation amusement and
recreational facilities must be provided);
Six, "passenger ropeway Safety Management Review Form" (only passenger ropeway).
Article
XI Supervision, Inspection and Acceptance testing institution receives
an application, must be within 10 working days to arrange inspection
work. After completion of acceptance testing must be issued within 10 working days of acceptance of inspection reports. Those
who pass the test, uniform specifications issued stamp affixed special
equipment "Safety inspection" sign (see Appendix 5 format, number see
Appendix 6). This flag is valid from the issuance and acceptance inspection or periodic inspection report date. Those
who pass the acceptance test passenger ropeway shall also issue a
"passenger ropeway safety inspection certificate" (format see Appendix
7).
On-site
installation without special equipment, where there are more than five
consecutive years (including 5 years) Acceptance inspection records
styling products manufacturing enterprises, the supervision and
inspection agency confirmed its safety inspectors qualified technical
performance, may be exempt from acceptance testing, but supervision and
inspection agencies must be in the "Special Equipment Registration Form"
signed and stamped advice, and sent to uniform specifications stamped
seal of special equipment "Safety inspection" flag. This flag is valid exemption from the supervision and inspection agencies signed opinion date.
Article
XII of special equipment acceptance after passing inspection, the
construction unit equipment must be manual, product certification, type
test reports, supporting civil foundation of technical drawings and
other relevant technical documents and information, the transfer of
technology to use special equipment unit into the file.
Article
XIII add special equipment is put into use, the use of units to the
area to be above the level of special equipment safety supervision
agencies formalities of registration, registration before you can put to
use. Apply for registration, it shall provide the following information:
First, the "Special Equipment Registration Form" (2 copies each);
Second, acceptance inspection reports and "safe inspection" signs;
Third, the operator of the "special equipment operator qualification certificate";
Four,
and maintenance units have signed maintenance contracts, or add special
equipment manufacturing enterprises to provide free maintenance
documents, or with the unit to obtain special equipment maintenance by
qualified personnel signed letters of responsibility for maintenance;
Five,
maintenance units of the "transformation of special equipment
installation maintenance qualification certificate", or maintenance
personnel of the unit "special equipment operator qualification
certificate";
Sixth, the use and operation of the safety management system.
When
the manufacturer offers free maintenance and its duration is reached,
must be reported immediately to the registered institution under
paragraph 5 of the maintenance contract or maintenance responsibility.
Article
XIV of receipt of application for registration of special equipment
safety supervision agencies, must be within 5 working days of completion
of the identification information on the work, in line with 13 orders
and the rules, should be in the "special equipment registration form" to
fill out about content . After
registration, special equipment safety supervision mechanism should be a
"special equipment Registration Form" filed by the use of units, other
units retain a copy of the archive. Completion
of the factory after the registration of motor vehicles, motor vehicle
plant shall also be issued a license (see Appendix 5 format, number see
Appendix 8).
Article
XV using special equipment unit must be "safe inspection" logo and
related licenses and certificates fixed at a predetermined position. "Safety
inspection" signs than valid or not in accordance with the provisions
put up "safe inspection" sign of the special equipment shall not be
used.
Article
XVI unit must designate a person responsible for the use of special
equipment safety management (hereinafter referred to as "security
officer"). Security
managers should master the relevant safety technical knowledge,
familiar with the regulations and standards of special equipment, and
covered the line the following duties:
First, the use of special equipment to check and correct the violations;
Second, management of special equipment technical file;
Third, the preparation of routine inspection plan and organize the implementation;
Fourth, the preparation of periodic inspection plan and implement regular inspection of inspection work;
Fifth, organize emergency drills;
Six, organize special equipment operator training.
Article
17 When using units of personal responsibility must be developed to the
core of the use of special equipment and operational safety management
system, and be strictly enforced. Safety management system shall include at least:
First, the various responsibilities of relevant personnel;
Second, the operator codes;
Third, safety procedures;
Fourth, the routine inspection system;
Fifth, the maintenance system;
Six regular inspection system;
Seven, workers and relevant operational training of service personnel appraisal system;
Eight, accidents and accident emergency rescue measures and emergency rescue exercise regime;
Nine, technical file management system.
Article
XVIII shall strictly implement the use of special equipment inspection,
monthly inspection, daily inspection and other routine inspection
system and found that there are unusual circumstances, the need for
timely, trouble-free operation with strictly prohibited. Check the device according to the specific circumstances of the unit carried out, but should include at least:
One
on the use of special equipment, at least annually conduct a
comprehensive inspection of the load by special equipment necessary to
conduct load tests, according to the rated speed of lifting, running,
slewing, luffing and other institutions of safety and technical
performance checks .
Second, the monthly inspection should at least check the following items:
1. Various safety devices or components is valid;
2 power plant, transmission and braking system is normal;
3 adequate amount of lubricating oil, cooling systems, backup power supply is normal;
4 ropes, chains and lifting aids, such as whether the damage exceeds the standard requirements;
5 control circuit and electrical components are normal.
Third, the daily inspection should at least check the following items:
1 run, braking and other operating instructions are valid;
2 is running correctly, with or without abnormal vibration or noise;
3 passenger ropeway, machines and amusement equipment wear parts situation;
4 door interlock switches and seat belts are in good condition (if there is such a device).
Checks should be done detailed records and archived for future reference.
Article XIX using units shall establish a complete and accurate technical file special equipment and long-term preservation. When using the unit changes, the file should be randomly transferred technology. Technical files include at least:
First, the "special equipment registration form";
Second, the equipment and its components factory random file;
Third, installation, repair, alteration of records and their acceptance of information;
Fourth, the operational use, maintenance and regular inspection of records;
V. Acceptance inspection reports and periodic inspection reports;
Six, equipment failures and accidents.
Article
XX special equipment installation, operation, maintenance and other
operations personnel must receive professional training and assessment,
to obtain land, above the level of quality and technology supervision
administration department issued a "special equipment operator
certificate", the order in the work.
Twenty-one
units must strictly enforce the use of special equipment maintenance
system, clear the responsibility of maintenance of special equipment,
regular maintenance.
Special
equipment maintenance must be performed by holding "special equipment
operator qualification certificate" of personnel, the number of
personnel should work to adapt. The unit can not afford maintenance, they must appoint a qualified repair and maintenance units.
Article
22 entrusted special equipment maintenance unit and must be used to
sign the maintenance contract, and the maintenance of quality and safety
technologies responsible for the performance. Using
special equipment unit to bear maintenance, maintenance of quality and
safety by the use of units responsible for technical performance.
Article
23 in the implementation of security technologies with special
equipment inspection system performance on a regular basis. Using
units must strictly enforce the system of periodic inspection, periodic
inspection schedule for the timely replacement of "safe inspection"
sign in the relevant content.
Passenger
ropeway for three years in the use of units once fully tested before,
they should seat of the provincial special equipment safety supervision
agencies operate the application for review reports by the agency on
passenger ropeway security management unit-tested using qualified and
fill out the "passenger ropeway Security Management Review Form ", the
national passenger ropeway order to apply for full inspection
supervision and inspection bodies.
Passenger ropeway annual inspection in accordance with Article 51 of Decree 13 execution.
Twenty-four special equipment ownership is transferred, it shall perform the following procedures:
First,
the original property unit shall hold the proposed transfer device
"special equipment registration form" and the relevant licenses and
certificates to the original institution for cancellation of the
registration change procedures;
Second,
the original property units of special equipment and its components
shall be factory random file, change the procedures for cancellation
after the original "special equipment registration form" (2 copies),
previous inspection reports, maintenance and improvement of its records
and other relevant information relevant licenses and certificates, the
transfer of property rights to the device receiving unit;
Three,
easily re-install special equipment, the new unit should be in
accordance with the relevant provisions of this rule, namely for the
record, acceptance testing and registration procedures, the "safety
inspection" sign recalculate the expiration date;
Fourth,
do not need to re-install easily, the device or use of property in the
receiving unit unit shall re-fill "special equipment registration form"
(two copies) to the original registration and re-registration agency
(device number unchanged) , equipment, regular inspection period
unchanged.
Twenty-five
special equipment ex situ property unit unchanged but need to
re-install, and use shall be in accordance with the relevant provisions
of this rule, namely for the record, acceptance testing, and go through
the registration formalities, the "safety inspection" signs expiration
recalculated.
Twenty-six
encounter one of the following special equipment before use, undertake
maintenance unit shall conduct a comprehensive inspection and
maintenance:
One,
withstood could affect its safety and technical performance of natural
disasters (such as fire, flood, earthquake, lightning, high winds,
etc.);
Second, the occurrence of equipment accidents;
Third, stop using more than 1 year.
Following
a thorough inspection and maintenance, completely eliminating the
effects of security risks, the parties may be put into use. Implementation of the overhaul of the special equipment must be in accordance with the relevant provisions of the overhaul. The work should be recorded in detail.
Article
27 unit property unit or use special equipment to use discretion Feng
Ting and whose term of more than one year should be reported to the
device registration for the record, handling stop using the procedures. Confirmed in its stop during use, not its regular inspection.
Feng
Ting special equipment for more than 1 year but not reported
registration for the record, or Feng Ting equipment maturity of less
than one year, still according to the original deadline for periodic
inspection. Stop
using the term and is intended to achieve the re-use, it should be in
accordance with the provisions of Article 26 to perform the
corresponding work.
Article
28 The special equipment or its parts meet or exceed performance
standards or technical regulations prescribed lifetime should be
scrapped after the treatment. Special equipment for scrap processing, and use of the device should be registered to the agency reports, deregistered. Factory motor vehicles scrapped, should be returned to the original factory motor vehicle license registration agency.
Article
29 The use of units shall organize at least one unexpected event or
special equipment accident emergency rescue drills, exercises, should be
recorded for future reference.
Article
30 of the special equipment in the event of an accident, the use of
units must take emergency measures to prevent disasters, expand, and
protect the accident scene, and in accordance with relevant state
regulations to the local bodies and special equipment safety supervision
departments report.
Article
31 in the explosion hazardous areas using special equipment, in
addition to implementation of the 13 orders and the Rules concerning
requirements, must comply with the "People's Republic of explosion
hazardous area electrical safety regulations" and other relevant
regulations, or standards on explosion safety technology requirements.
Article
32 of the Rules on the implementation of special equipment for the
record, registration and other work of special equipment safety
supervision mechanism, you can entrust the work of supervision and
inspection agencies or local administrative department for subordinates,
but must be announced, and monitor its implementation situation.
Article
33 Special Equipment "Safety inspection" signs and factory motor
vehicle license must be produced in accordance with the rules prescribed
in Appendix 5, by the provincial special equipment safety supervision
agencies designated units produced.
Article
34 of the rules by the State Quality and Technical Supervision Boiler
and Pressure Vessel Safety Supervision Bureau is responsible for
interpretation.
Article 35 These Rules issued by the date of implementation.
